This study investigated the relationship between economic participatory change and unmet needs by using the data from 2018 and 2019 of the PSWCI. A total of 2,519 subjects, in this study, were divided into 4 types according to the type of economic activity change, and then the logistic regression analysis was used. The results showed 7.7% of people had the unmet needs experience of industrial accidents, and this rate was lower than that of Korean adults found by the Korea Medical Panel (10.7%). The experience rate of unmet needs also is 1.58 times higher for employed-unemployed workers than that for those who remain employed. Findings from this study suggest that the activation of the return to work and employment retention system help to solve the unmet needs of industrial accident workers, and furthermore it is vital to strengthen the protection of industrial accident insurance.
